In collaboration with The Digital and Intelligence Service (DIS) and supported by Infocomm Media Development Authority (IMDA) and National Research Foundation Singapore (NRF) through Future Communications R&D Programme (FCP), Cyber5G was developed by Singapore University of Technology and Design (SUTD) together with a strong industrial team consisting of Terrabit Networks Pte. Ltd. CyberXCenter , and Nokia.

The initiative combines telco-grade infrastructure with operational planning to provide a realistic environment for collaborative testing, development, and validation of cybersecurity strategies. Terrabit’s contributions include technical integration and coordination across partners, supporting the testbed’s overall readiness and execution. CyberXCenter provides deep cyber-research expertise in threat analysis, telco protocol security, and hands-on training to equip national cyber defenders with the skills to secure Singapore’s core network infrastructure. Nokia provides the technology to replicate a full-scale 5G network under controlled conditions, bridging the gap between simulation and actual operations, without disrupting live 5G networks.

 CyberXCenter

"With the launch of Cyber5G testbed, we are delivering world-class training and research grounded in real-world telecommunications environments, empowering cyber defenders to safeguard the nation’s critical networks" said Matthias Yeo, CEO of CyberXCenter. "It allows cyber defenders to proactively defend its critical infrastructure rather than react to attacks.”

CyberXCenter's role in this partnership is to deliver research and threat intelligence on 5G networks and critical telecommunication infrastructure. Leveraging the Cyber5G testbed, the company can study the latest cyber threats, including sophisticated techniques employed by advanced threat actors, and develop deep insights into the tactics, tools, and methods targeting next-generation networks. By analyzing complex attack vectors and emerging vulnerabilities in technologies, CyberXCenter advances the understanding of telecommunication security while producing cutting-edge research and actionable intelligence that informs both policy and operational defenses worldwide.

This deepens the quality of training provided by CyberXCenter, empowering cyber defenders with the skills and insights needed to protect critical infrastructure more effectively. By combining operational technology expertise with an understanding of how real-world telecommunications networks function, CyberXCenter is able to identify the challenges that arise in actual operational environments. This knowledge allows the company to develop highly practical, scenario-based training and to guide operators in implementing best practices for securing their networks. The result is a training program that goes beyond theoretical knowledge, providing defenders with actionable insights and hands-on experience that enhance their ability to anticipate, respond to, and mitigate threats in complex, real-world environments.

Terrabit Networks

“Cyber5G reflects our shared commitment to advancing digital resilience through collaboration,” said Lawrence Toh, Managing Director of Terrabit Networks. “By contributing expertise in technical integration and working alongside partners like the DIS, SUTD, CyberXCenter, and Nokia, we’re helping build a realistic environment for testing and validating cybersecurity strategies across real 5G systems.”

Such a partnership signals deep cybersecurity credibility, demonstrating Terrabit Network moving beyond system integration (SI) to an intelligence-driven defender capable of understanding advanced threat vectors at a national-security level. Access to cutting-edge threat intelligence, attack methodologies, and emerging vulnerabilities allows Terrabit Network to design networks and systems that are more resilient against sophisticated adversaries, which is increasingly critical in the telco sector where infrastructure is often targeted as part of geopolitical conflicts.

This collaboration also strengthens Terrabit Network value proposition to our Telco clients, as 5G is increasingly seen as critical infrastructure, powering smart-city systems, defense communications, emergency services, and national digital services. Our customers can be informed with insights shaped by real-world threat studies, attack simulations, and lessons learned from national-scale cybersecurity environments. This ensures they stay ahead of evolving risks and are empowered to make informed security decisions.

 Nokia

“The SUTD 5G testbed will play a critical role in advancing Singapore’s cyber readiness, serving as a key platform for cyber exercises and bolstering the country’s cybersecurity posture,” said Henrique Vale, Vice President, APAC region, Cloud and Network Services at Nokia. “As a global leader in 5G innovation and end-to-end cybersecurity, Nokia is proud to support Singapore’s digital-first vision. We are excited to partner with SUTD on this strategic initiative to safeguard the nation’s critical infrastructure.”

Nokia’s telco-grade 5G Standalone (SA) platform, meticulously optimized for lab environments, offers best-in-class technology that strictly adheres to open, non-proprietary 3GPP specifications, making it highly reliable and secure. Replicating a full commercial 5G SA network — from core to edge to radio access — the platform includes components and products utilized by advanced service providers worldwide. Users can test a variety of end-to-end use cases across diverse industry segments while enabling simulation and mitigation of constantly evolving cybersecurity threats.

This partnership illustrates Nokia’s ongoing leadership and innovation in core network solutions, underscoring its position as a trusted telecommunications vendor. Nokia looks forward to supporting the Singapore government’s vision to empower leading institutions to cultivate skills in the areas of information and communication services, often referred to as critical infrastructure.
