For some, it could be a psychological matter, admitting to being scammed can be seen as a blow to one's intelligence or judgment
for example those love scams about pretty ladies claim to fall in love with some uncle. This is something that could be a social stigma too, admitting to being scammed might bring about embarrassment.
Some of the scams could lead to legal implications, for example some individuals might have participated in activities that are legally questionable, and admitting to being scammed might expose them to legal risks.
